Alan Freng

Alan Freng has served as the Communications Director for the South Dakota Retirement System for nearly three years. Before stepping into this role, he spent 15 years as a traveling Retirement Planner in SDRS’s Member Services Department. Alan works closely with both Member Services and IT every day to create clear, accessible, and proactive communication that helps members better understand and navigate their retirement benefits.

Mubina Tukulic is a social media and communications professional at the Employees’ Retirement Fund of the City of Dallas. She specializes in using strategic storytelling and digital content to make retirement education more engaging, accessible and relevant for modern audiences. Her work focuses on strengthening member engagement and bringing a fresh perspective to pension communications.

Beth Hallmark

Beth Hallmark joined TRS in August 2022, bringing nearly 30 years of experience leading communications teams and shaping strategy across both the public and private sectors. As Chief Communications Officer, she partners with teams across the agency to help ensure important information reaches the right people clearly, thoughtfully, and at the right time. The Communications team includes writers, editors, digital and visual designers, a social media manager, a media relations manager, a strategic internal communications manager, web communications and development experts, a photographer/videographer, and user experience research professionals. Coming from a family of educators, Beth considers it a privilege to serve the public educators of Texas. She holds a bachelor’s degree in English and a master’s degree in Information Studies, both from The University of Texas at Austin.
