Cathy Terrell

Catherine “Cathy” Terrell is the Deputy Executive Director for the Employees Retirement System of Texas (ERS), where she helps oversee agency operations and programs. ERS administers programs that provide retirement, deferred compensation and cafeteria plan flexible benefits for more than 410,000 state employees and retirees. The agency also manages the Texas Employees Group Benefits Program, which provides health care coverage to more than 530,000 state and higher education employees, retirees and their families. ERS manages an investment portfolio of approximately $35 billion, invested in a diverse asset mix. Investment returns provide about two-thirds of the benefits paid to retirees.

Cathy has served in several roles at ERS, including Director of the Governmental Affairs, Communications and Research, and Customer Benefits divisions.

Cathy has worked in both the public and private sector in public affairs and marketing. As a newspaper reporter and editor, she earned awards from the Associated Press for her work. She is a graduate of Texas A&M University and is a Certified Public Manager.
