Stephanie White
Stephanie White is the Director of Member Experience at the Oklahoma Public Employees Retirement System (OPERS), based in Oklahoma City. With nearly 19 years of service at OPERS, Stephanie has seen the organization evolve through significant transitions—both in structure and strategy. She currently leads the Member Experience Division, which was established during a 2022 reorganization aimed at strengthening the agency’s commitment to serving its members.
Under her leadership, the division focuses on delivering education, information, and guidance to help members navigate their retirement journey. It encompasses both the contact center and communications/education teams, ensuring members are supported across multiple channels and have a voice in the services they rely on. Prior to this role, Stephanie served as OPERS’ Communications Manager, where she helped shape the agency’s outreach and engagement strategies.

Jeff Pabst
Jeff Pabst brings 15 years of experience in pension administration as the Education & Outreach Manager at the Missouri Local Government Employees Retirement System (LAGERS).
In his role as the Education & Outreach Manager, Jeff is tasked with the development and oversight of LAGERS’ educational initiatives for members, employers, retirees and prospective employers. He is also an active member of the strategy team for his system, where he helped develop the organizational strategic plan and strategic objectives.Â
Jeff holds a Bachelor’s Degree in Business Administration from Lindenwood University in St. Charles, Missouri, and a Master’s in Business Administration from William Woods University in Fulton, Missouri. Complementing his formal education, he has earned the Certified Retirement Counselor (CRC) designation from the International Foundation on Retirement Education through Texas Tech Center for Financial Responsibility and a Key Performance Indicator Professional certification from the Balance Scorecard Institute.

Stephanie Scott-Rivera
Stephanie Scott-Rivera is a seasoned expert in organizational change and leadership, currently serving as the Director of Change Management at the Teacher Retirement System of Texas (TRS). With over 15 years of experience in the field, Stephanie has successfully led numerous initiatives that have transformed organizational cultures and enhanced operational efficiencies.
In 2024, Stephanie’s team was recognized as one of only eight finalists worldwide for the prestigious Gartner Award for Change Communication Excellence, highlighting their innovative and effective strategies in managing organizational change. In addition to her professional achievements, she is passionate about mentoring emerging leaders and fostering inclusive work environments. She speaks at industry workshops, sharing her insights on effective change management strategies and leadership development.
Outside of her professional life, Stephanie enjoys anything outdoors, including hiking, gardening, and spending time with her family. She is dedicated to continuous learning and is always exploring new ways to drive positive change within organizations.
